Why do the pedestrian stoplight go white and then immediately to red with a counter? It's so confusing.

Why is it white instead of green (for go)? Particularly challenging as its green here so often with kids when we cross we say ‘ok, green man’ when it’s time to cross. You can see how it being white is problematic for this..
