Topics are a great layer to add to the engagement filter. I’d still want to focus on quality users, but the bar could be more flexible than the power badge’s. Which could then be used to sort suggested users. After that, alternatives other than “engagement” can be experimented with for quality.

I love the premise and the focus on social discovery. As you iterate, would be great to see some casts by the user it finds. The current info does not convince me enough to go ahead and hit follow.
