Trump can't remove the US from the WHO. He needs congress to do so as the U.S. joined WHO via a 1948 joint resolution passed by both chambers of Congress. Maybe this is an indication that we will leave but I'm sure many members will he heavily lobbied.

A lot of these EO’s are bringing up something weird which is we have an instinctual reaction that executive authority is unstable, chaotic, unreliable, given to authoritarianism, and we instead have power in Congress, where we don’t really have the same concerns in what is and has been a clear oligarchy

It’s not stupid to have those concerns about an executive, but it’s probably safe to say that these risks are not at all unique to an executive. 

What is the reason that Congress should have authority on joining the WHO but the president shouldn’t?
