Quick question re: Grants Stack: When an grantee fills out the application, providing a description of their project and team, using the native Grants Stack form, does this information live onchain, on some P2P storage layer like Arweave/IPFS, or is it stored at some Grant Explorer platform level?

It is onchain. You can find chain-specific Allo contract for project registries here: https://github.com/allo-protocol/allo-contracts/blob/main/docs/CHAINS.md Also, you can use Grants Stack Indexer (https://github.com/gitcoinco/grants-stack-indexer?tab=readme-ov-file) to access data in JSON format.
