@colin is @paragraph supposed to post scheduled posts as well as normal ones? posted one this morning that it didn't seem to pick up

For sure, if you have a scheduled post, it should go out based on the post settings.

For example, if email & wallet distribution are on, it should be delivered via email & wallet at the time it's scheduled. Same goes for having it published online.
