Running a frame on localhost?  Is there an example of this?

Yes it's completely possible! I set my localhost environment up, navigated to the file, and there is an open graph extension which creates a temporary URL you can post to farcaster. The only limitations are you need to create a single page frame or use some sort of backend server. I'll link my less than stellar example
