Sure, we're all here to see ethereum thrive! But the magnitude and confidence, as you put it, is really important. It dictates what ethereum is good for, and where it is harmful. We've had so much toxic outcomes in crypto, we must do better. To say "governance" is inaccurate, however, to say "accounting in governance" - yes!

IMHO, L2Beat's/Vitalik's Stages are incomplete. For Stage 2, in addition, 

- Alternate sequencing triggered within 1 epoch (i.e. 6.4 minutes). Currently, Optimism is 12 hours, which is not acceptable (preferably, there's real-time distributed sequencing) 
- Security council has pause rights only; upgrades even for onchain provable bugs must go through governance, emergency path with >X% approval

Then, there should be an optional Stage 3, or Stage X, where:

- Based or based-like sequencing is mandated
- Security council is dissolved
- Smart contracts upgrades require >Y% (80%?) approval from the protocol's full governance, in addition to >30d delay

For big-tent high-value L2s like Arbitrum One, Stage 3 should be the target. For most, Stage 2 should be perfectly fine, and even Stage 1 enough for many lower-value app-specific L2s.

My claim: When we go 3 consecutive weeks without a phishing victim ticket in SEAL 911, we'll have cracked the code on wallet UX. Sadly, that day seems far off. Meanwhile, let's complicate things further with bundlers, entry points, paymasters etc. ensuring average users have even less clue about the txs they're signing

Re Apple’s PCC, a few things can simultaneously be true:

a) it’s setting the new standard for secure cloud compute infra

b) even if not perfect, it’s better than the alternative of shipping user data to third parties

c) further blurring the lines between what data is local vs in the cloud is not great
