is there a list of tokens launched by a third party without consent?

how prevalent is this? is the bankr token one of these?

It is true that Bankr was launched without Deployers consent, as someone (can't remember who) "tricked" bankr to persuade clanker to launch it. But @deployer said "F it, we roll with it". 

So... consent.
