The problem: 

- teams ask for user incentive grants 
- they use incentives to get ‘users’
- incentives run out 
- ‘users’ leave

instead: 

- build a community of people that care 
- incentivize the RIGHT people not just any random 0x address 
- do fun bounties/activation
