Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday?

and what is more interesting, a lot of people can do what they want already right now (even without money or with current resources they have). 
but only a few will do so. majority will wait for another window of opportunities.
