Do you need dev mode to take advantage of the frame.town plugin?

No, you don’t :) It works well in vanilla Figma

I used the template and the plugin from frametown and it works perfectly when I go to preview all the flow and actions.  then when I run the plugin, I get this error. any help or advice here?

Most probably structure of the frame was changed when you were working on it. Sending you Direct Cast now!

Ok ill give it another stab today.  I used the exact template you guys provide and everything functioned perfectly fine in the sandbox/testing environment but when i went to publish as a frame I got errors
