Are channels “owned” by users at the protocol level yet?

If/when they are, how would clients complicate channel features? 

One client doesn’t allow token-gating; one doesn’t adhere to moderation;
one innovates some feature that other clients don’t recognize, etc.

Varying client implementations can lead to complications such as restrictions on token-gating, lack of moderation adherence, or unrecognized innovative features.
