Lmk what parts of Optimism Governance are most confusing or unclear

Tackling deadlocks and reaching consensus for something with little to no references/influence in the dao. Albeit sufficiently decentralised, most of governance seems to be realised by an oligarchic few or people at the top. Also, how does onboarding to cook for the collective work?
