Are there any equivalents to linters for legislation drafted by Congress? For example, an independent process that reviews legislation prior to approval to check for provisions that are blatantly unconstitutional, contradicting, etc

idk about the US but this is the explicit point of the Senate in the Canadian system whether it lives up to that is unclear to me, since everyone complains it doesn't do anything but slow down the process, but it's the sort of function that would be more or less invisible even if functioning properly
