A driver's license is regulated by the state, which is centralized by definition. So what is the improvement in user experience for my father if we put that in the blockchain? He already has a digital certificate.

They exist, identity on-chain for credentials and verification in trustluss manner is a huge one for me. DVLA is putting all drivers licence on chain right now
