So $NOGS are distributed to holders that vote on proposals, where are those coming from? Is there a cap on total distribution? Is the value based on how many Nouns are delegated to the project?

Super frustrating, you spend a lot of time working on a project for what seems to be a knee jerk no. I wonder if there's any potential for the proposal to be split into parts? Hard to say what the right path forward is.
