I'm asking in the context of impact attestations using stuff like /eas and Hypercerts and Grants Stack. At @opencivics we're hoping to implement some grantor/grantee evaluative dialogues, to account for impact progress made between grant rounds. How can we improve upon the status quo?

Quick question re: Grants Stack: When an grantee fills out the application, providing a description of their project and team, using the native Grants Stack form, does this information live onchain, on some P2P storage layer like Arweave/IPFS, or is it stored at some Grant Explorer platform level?
