Disagree. It's comparing apples to oranges. If you ask can one person be a better person than another, I would say no, they are both human, only traits and characteristics can be better or worse. If you ask can someone change to be better or worse, it's really asking can they change certain things (behaviors, integrity, whatever is the issue in question).
