U cannot decentralize every layer in governance

Is the next best thing to just minimize the surface area for governance in your opinion?

No. That is not the solution.

The solution is letting people choose which network state to follow for their “moral perspective”. A lightweight higher power whose job is to set standards for the economic and political systems around them. A sphere effect of morals and beliefs, where people can choose which center of regulations best suits them.

For instance, I am someone who wants to be a citizen of a network state that standardizes the governance of democratic republic for all communities and organizations I am a citizen to. 

It is the job of this higher level, lightweight DAO to set the standards and identify organizations on their level of alignment to these standards.
