1. Shifting the balance of initial allowances back a little bit toward OpenRank
2. Taking excess undistributed allowances from staking and rewarding the OpenRank casters
3. Adding a rolling window over which tippers can accumulate their allowance

It may not all be available on day 1 of season 7, but we're going to try

Let's see what these does in season 7 but these are good moves IMO.

So far, s7 changes are looking good imo. I'm hoping it's going well. 🙏
