More generally, we probably want to give "free access" to great public goods contributors.

since we want ppl to actually vote and be engaged with nouns, I think it might be better to imagine specific people. 

for example, would trent or tim who engaged with us in the past be willing to accept a noun if gifted?

why not access the collective? More voices behind each noun is ultimately preferable, no?

I don't know if PG is a multisig that can vote together? 

But also we haven't seen much success in groups voting together and would rather have someone passionate participate with their own voice

while I love individual ppl in nouncil, as a voting group its legitimacy likely declined through season 2

Agree, you’re more likely to see active participation when there’s clear ownership. Multi-sigs/dao ownership dilutes the incentive too much and adds a lot of friction and complexity to stuff that needs to be simple, like voting and giving feedback on props.
