I think you’re underestimating how much status it confers 

Even if you view it as a cosmetic, it’s the perception of being a legit user vs a “default skin”

stuff like that matters for first impressions, not to mention the extra features you get for being verified

The price is quite low. Should be related to distribution size (the amour of followers). $1 for every 1k followers up to $1k (1M followers).

People don’t have to pay but if they don’t their tweets won’t propagate as far (limited exposure).
