Ooof, interesting. I've interpreted Jackson's "concept" as yet another useful fiction for understanding sociotechnical systems. However, ref. to hacking makes it clear that it's a very institutionalising, legibilising way to try and parse a software design. The clean concepts get dirtied quick.

well to some extent you can slow down the process if you are ready to spend a lot and move at snail pace eg software for Perseverance rover I think overall project budget was around 3B. I don’t know how much the software cost
