Ethereum Attestation Service (EAS) is the best attempt I've seen to date at building a framework for on-chain identities.
 
Starting from the ground up, this primitive allows all kinds of attestations to be signed. 

As they aggregate at an account level, they form one's identity, step by step.

Many use cases and apps will follow suit, but here's something to get you started.
