Tyrant compared to what? He pretty much followed the herd on Covid & copied what the other provinces were doing. He was also quick to lift the lockdowns. Overall, Higgs was a fairly typical middle of the road PC premier. To call his record ‘extreme’ on anything is ridiculous.
