Does anyone know any novels where the 'antagonist' turns out to be 'Moloch' /coordination failures of ordinary people, rather than an actively bad person/group? They must exist but I'm drawing a blank.

Not a novel, but the movie “Don’t Look Up” (2021) comes to mind. None of the protagonists actually want themselves or the planet to die, but they fail to coordinate due to their moral flaws (greed, fame, selfishness, etc.).
