I loooved Costa Rica and they really love kids/babies so I think it's a great choice but I've heard similar things about Japan. (I'm also Latina though so I have a special love for Latin American countries)

The kids will probably appreciate Japan when they are a little older unless they are deeply into Pokemon. Costa Rica is awesome but not cheap, and make sure you go to a beach that is kid-friendly. Check to see if the kids are big enough for ziplining.

We went to both last year with our 16, 13 and 10 year olds. Costa Rica is pretty, but now essentially at US prices due to so many expats over the years. You’ll have a great tim. We spent a month. It was nice. But for our family, we spent 2.5 months in Japan and everyone unanimously (and unprompted) wants to go back. We’ll probably be there this time next year for a few more months. We love the food, the culture, the niceness of the people, how orderly it is, the toilets, the efficiency.

As an adult, Japan is high on my list. That said, I got taken to Costa Rica on a family trip when I was maybe 10? Epic trip that stuck with me for ages. Probably more ideal for kids...ziplining through rainforest, rappelling down a waterfall, climbing massive trees, great fruit, monkeys roaming about...
