Assuming fractional reserve banking is to stay, what can stop a bank from causing a flight of withdrawal?

The only way to create absolute trust I think would be to eliminate all external information, media.  Without that power, humans will always have a fear of loss / loss aversion. Won’t they?

True. If we are to assume it's the loss of trust that drives a large section of the society to scamper to withdraw, then fractional reserve banking isn't the problem. 

Customers are essentially seeking trust markers here... What could it be?
