Is the boost based on an absolute amount of moxie locked in FTs, or is it relative to what a user has earned or had vested? 

For example, if user A earned 1M moxie, sold 500k and locked the remaining 500K in FTs, and user B earned only 500K but locked 100% in FTs, are they treated the same for boost purposes, or is the user that reinvested 100% in the ecosystem given a greater boost? And what if user C earned 100k, but bought 400K more and locked it all in FTs? Same treatment, or is there a higher boost? 

If the goal is to encourage investment in the moxie ecosystem user C should receive a larger relative boost than B, who should receive a larger relative boost than A. Any thoughts?
