Sure, I suppose this could be a public good. I guess the question is more, how many people does this benefit and who has access to it? It sounds like it's only targeted at a certain group (kids, in this case, but the group doesn't matter so much). I guess it's a grey area whether or not this is a public good.

What if you’re building a new way for creatives to collaborate where the outcome for the first use is a bunch of free kids books that help kids understand and navigate the Internet? 

Considered a public good because the collaboration method is open and free to copy & the outcome is free to consume or nah?
