Is this something the Gitcoin passport can help with? 

Not sure if Passport allows for this but…A single ID which can be blacklisted. The ID maps to infinite addresses so you cant just create a new one and avoid the list. Devs who join Passport signal trust because if they F up, no one will work with them.
