Who determines what is a provable “bug” and what is a “feature”? If there’s subjectivity to this does this not degrade back down to arbitrary upgrading?

In a stage 2 rollup, you would have to prove directly to the smart contract that there is a bug to activate the Security Council at all. One simple example of this is: if the rollup has two proof systems, and someone provides a proof of system 1 proving one root and system 2 proving a different root.
