What would be a sufficiently moderate version of the concept that you *would* be willing to live in it?

Network state that moderates what people do with their bodies is uninteresting to me. Should be just enough to not become a hotspot for drug addicts or crazy medical/biohacking experiments. Anything more restrictive than a typical state today would be a no-go. Ofc if people want this I'm happy for them to go
