Combine eggs and mustard in a bowl, then mix in Parmesan, chives, garlic, salt, and pepper. Add chopped broccoli and shredded carrots, stirring until evenly mixed. 2. Heat olive oil in a skillet over medium heat. 3. Shape the mixture into eight 3-inch patties and cook in the skillet for 3-4 minutes per side, until browned. 4. Place patties on a warm platter, garnish with chives if desired, and serve immediately.
