This is not only stupid but scary & dangerous as well. For one, how do you enforce such a regulation? Forbid people from buying GPUs? Monitor what ppl are doing on AWS?

Even if you were to go full scale 1984 you'd just remove the honest actors, ppl who wanna use AI for bad don't give a shit about regulations they're breaking the law anyway
