I see how blockchains are being used for cyber and info defense today but I think that integration of blockchain technology with bio and macro defense is lagging behind significantly. But I think these two spaces can potentially benefit a lot from it. 

As for the decentralized AI part, what do you mean by "insufficient attention on the defensive aspect"? Let's say I have an idea of using robots built in a decentralized way for defence in a way that guns are used in the US. Clearly, with modern military technology guns don't pose a threat to centralized actors that may want to infringe on personal liberties. But decentralized robots owned by individuals may be a way of defense against centralized entities that may have their own robot armies which is not a distant future in my opinion.
