In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

I don't think it should be, although it helps improve the efficiency of public transport and reduces congestion. But that's not fair. In China, it's not just taxis, it's also Didi(similar to Uber) . Why are taxis OK and not Didi ?
