Saying people are making a mistake by moving to L2's is like your boss saying you quitting was a mistake because they weren't paying you enough and you should be happy with what you get

at the end of the day this is a supply and demand issue, if he wants people to use L1 more often then L1 should be as cheap as L2's, it's literally as simple as that.
