so the "start date" would be whenever the bounty is created, you can see a history of bounty creations by browsing @poidhbot 

as far as "end dates" there are no traditional end dates, it's all manually controlled by the bounty creator (in this case @awedjob.eth)

it's up to the bounty creator to either give an exact date and try to stick to that or leave the date open ended and claimants can simply assume the bounty will be confirmed once fulfilled
