It’s my believe that direct democracies don’t work in the analog world and don’t work well in the digital world. Why would it be different in the digital world? Voters don’t have time to understand proposals and need delegates to spend time doing it

+1 Not sure what's the best approach to it, seems like at the minimum it could be a good use case for a well crafted prompt to have any proposals answer some questions about how funds would be spent, etc. Definitely need some kind of SOP or framework about what makes a good proposal.
