With globalized supply chains these figures say very little. I don't know much about the economy of Canada & Mexico, but the EU could choke semiconductor supply chains if it wanted to.

USA exports mainly machinery, plastic parts and foods to Canada. Almost all of which could be sourced elsewhere or even repatriated - with some turnaround time of course. Canada exports raw material like oil, minerals, lumber and we have integrated supply chains for cars. Try buying uranium or potash (main oil ingredient in fertilizers) elsewhere. The other options are Russia, China and some former Soviet states. And repatriating is not an option. So who has leverage?
