Why does Canada have leverage? Are they all of "other"?

And with regards to Uranium refining capacity in the US: aren't companies like Centrus Energy essentially hamstrung with building new refining capacity because they don't want to piss off the Russians? (who supply their current capacity)

Guess we need more tariffs on enriched uranium…
