You have to pin a cast, then chose notify.

Until recently I'd say no. Until I pinned a post to a channel, and warpcast asked me if I wanted to notify all members of said channel. I think it must be that you are looking for. So: pin a cast, sent the notification

That might be a good thing :-). Noticing that too many channel owners are abusing this feature, making it feel more like spam rather than genuine "must know" information
