It’s kinda how fines are just licenses.  I didn’t renew my fishing license one because the license was $100 and the fine was $25.

Ngl, parking in DC is so ridiculous in some garages and tickets were so cheap a decade ago that I would just chance the ticket.

there is a big difference between:

"would chance a ticket" vs see it as a flat fee to pay
