The historical context to understand is that this came on the back of losing Apollo I to the terrible fire that broke out in the command module that took the astronauts lives They had just switched from the Gemini project to the Apollo program, and as Gene Kranz describe, they got a bit cocky, and they paid dearly. This for him, I think was a way to honor the astronauts, and to always stay tough and competent as a reminder that real important lives were always on the line.
