Interop, collaboration, and composability are core web3 values, IMO. Yet, we don't see enough of these. What would be the right incentives to make that happen?

This is precisely what the /optimism collective is aiming for. Standard /op-stack that are interoperable. Powered by retro funding to create a positive fly wheel that encourages building together :)
