Do you mean just for the average consumer? If so, I agree, especially when L2 sequencers can essentially bootstrap most dapps and subsidise user fees using their sequencer revenue. 

But "ALL FEES" I disagree with. I'm sure L1 fees will never go to zero, as that would essentially negate the need for L2s and suggest a declining demand for blockspace.
