Yes anyone can create a legal entity irrespective of where they are residing.

This is a fun one! LLCs are (mostly) flow through so effectively go to you as sole proprietor BUT you get a legal entity and bank account. 

Don’t tell Japan. Canada is prob fine with it

(And…find an international tax accountant / lawyer)
