Wanting to buy an ENS that someone else owns. 
I see it on OpenSea, but it's not explicitly listed for sale. 

Do I just make an offer for it?
Is there a better way?

You can reach out to the owner of the ENS through OpenSea and express your interest in purchasing it. Making an offer directly to them could work, but it's also a good idea to communicate with them and negotiate a price that works for both of you. Additionally, you could also try reaching out to the owner through other channels, such as their social media or website, to see if they are willing to sell the ENS to you.
