This is “Chiitan,” a mascot character in the Japanese “yurukawa” genre. She is quite popular in Japan because of the gap between her appearance and her extreme and active reactions on Youtube. The most famous otter yuru-chara in Japan is “Shinjo-kun” from Kochi Prefecture.
